What is the bar code above a mailing address on an envelope?

One of my co-workers thinks the bar code above the mailing address on some envelopes has something to do with the zip code, but I think it is just some sort of scale. Can someone tell me what it is really for?

I used to work in direct mail. While I forget the details, I can tell you for sure that the bar code includes the zip code. It may also include further information like carrier route number.
