Why don’t you use an RSS feed? Unless you’re looking for some sort of newsletter system, there are many on google or has many tutorials.

But a suggestion. Rather than creating a mailbox go for something like social networking as mailboxes are rampant and can be seen most often.
Then you can also go for a book from the head first company which teaches leading programs.

Then to create using PHP, ASP.NET etc would be rocking and i will help you in doing this if you don’t mind as i am a PHP programmer.
