Is it illegal to send out free material by mail to a mailing list?

If so, why is it legal to purchase mailing lists with the intention to send out mass mailings and make telemarketing campaigns? Will someone please help me with the legalities of this practice? I have been researching it for days. Laws regarding email and electronic spam are very clear, but snail mail is much fuzzier.

No it’s not illegal to send free material by snail mail, as long as it’s not dangerous or illegal material. If it’s a liquid material, then there are certain rules you have to follow. If so, you should contact the local post master for guidance. They are more than willing to help. Just call the post office.
