How do i send an email to all my site members on freewebs.com?

I saw the option that said email blast once but now it won’t appear anymore. I need to contact all my site members so is there anyway to do that without sending one pm at a time?
because not every one will see it and i didnt ask what to do instead i want know how to send out an email to all site members

Why not just make a Thread in a new Section and name Very Important or something.

how is it not there cause when i go on to the manage members bit in my site its there
