If you do it legitimately, you’d have to buy lists or go through a email marketing company. You’re required to list all your contact information, and provide people with a way to unsubscribe from your future emails and keep a list of everyone who’s unsubscribed.

If you want to spam millions of people then you’d be breaking US law, your emails will end up mostly unread in people’s spam folders and you’d be a jerk.
